Total PAC funding allocated for 1998/99 was $13,106. The breakdown was as follows:
The initial allocation for each librarian for the year was $300. Since all librarians did not fully expend their individual allocation, a total of $3491 was available for redistribution.
From a total of forty-four librarians in General Library, PAC approved eighty requests for financial assistance to support professional development for thirty-four librarians. Twenty-four represented librarians made fifty-one requests, and ten unrepresented librarians made twenty-nine requests. At the end of the fiscal year, the unexpended funds were distributed to cover unreimbursed expenses, using the formula, which has been in effect for several years; this formula takes into account the level of participation in professional activities.
Last year, PAC members expressed concerns about the reason for the committee’s existence, feeling that this committee was a rubber stamp organization whose function could be filled by administrative staff. Based on these concerns, the current committee discussed its role and future. We focused our attention on the committee’s functions through revisiting LAUC-D Bylaws. We determined that three functions were charged to this committee. PAC works with administrative staff every year to allocate discretionary funds, and makes recommendation for changes in policies and procedures, and disseminates information concerning professional development. These functions are important and relevant to librarians. We have concluded that PAC continues to have an important role within LAUC-D, therefore, we took an active role to perform all three functions during this fiscal year.
In Oct. 1998, PAC recommended revising the Librarian Professional Activity Form, also recommended the new form to be available through Internet.
In Nov.1998, PAC reissued LAUC-D PROFESSIONAL ACTIVITIES COMMITTEE POLICY AND PROCEDURES FOR TRAVEL AND REGISTRATION FUNDING which was previously revised in March 1991.
In Feb. 1999, PAC made this document available on LAUC-D web site with links to other information helpful for requesting travel or professional development funding.
In May 1999, PAC met twice to calculate year-end funds for reimbursements. At the end of the meetings, PAC members realized that the line on the Librarian Professional Activity Form requesting additional information on participation in the activity, such as an agenda or details on the level of participation, was no longer on the form. Since the level of participation varies from observer to committee chair can help determine the amount of funding. It would help the committee to make a more accurate distribution of remaining funds if we had more information on the participation level. We will recommend that the next version of the form be revised to include a line and a reminder to include more detail.
